During its first nine months of operation, Scoops, Inc., a convenience store in Indianapolis, reported gross income of about $90,000. It also redeemed approximately $173,000 in food stamps, a legal impossibility because food stamps may be collected only for eligible food items, a subset of all sales. Something was amiss.
