William Frank Loeblein was convicted in Missouri state court of two counts of first-degree sexual assault, see Mo. Ann. Stat. § 566.040 (1977) (amended 1994), and four counts of first-degree deviate sexual assault, see Mo. Ann. Stat. § 566.070 (1977) (amended 1994), on the basis of incidents that involved his daughter, "E.M." After the Missouri Court of Appeals upheld his convictions, see State v. Loeblein...
