Two children sued for damages to compensate for the physical, emotional, and sexual abuse that they assert that they suffered after the Arkansas Department of Human Services (DHS) took them from an inpatient psychiatric hospital in mid-1989 and delivered them to their aunt and uncle, who had obtained guardianship of them and retained it until mid-1994 (approximately 56 months).
