Defendant Charles Patterson is charged with the crime of failure to register as a sex offender pursuant to the Sex Offender Registration Act (SORA), sometimes known as "Megan's Law."1 He now moves to dismiss the complaint in this case on the ground that it is facially insufficient. Defendant's motion raises two interesting issues with respect to this complex and still relatively new law...
