Appellant Otis Lofton was tried and convicted by a magistrate judge, see 18 U.S.C.A. § 3401 (West 2000), of possession of a weapon on lands owned or administered by the National Park Service. See 36 C.F.R. § 1.2 (2000); 36 C.F.R. § 2.4 (2000). Lofton's conviction was affirmed...
