This appeal requires the Court to determine the applicability and parameters of the government contractor defense in a products liability case involving a non-military contract with a Commonwealth agency.

As a result of a spinal cord injury suffered during his adolescence, Appellant Bruce Conner ("Conner") is unable to use his legs and has limited use of his arms and hands...
