This case comes before the court on the following motions: the plaintiff, Wilbur Lewis's ("Lewis") appeal of two decisions by the Farm Service Agency, ("FSA") pursuant to the Administrative Procedures Act ("APA"), (Dk.30), and the USA's motion for summary judgment on Lewis's non-APA claims, as further detailed below.
