The present case requires this Court to address the issue of territorial jurisdiction between two sovereign governments. Appellant, Michael Lawrence West, claims the State of Maryland was without jurisdiction to prosecute him for the same criminal acts for which he was convicted in Washington, D.C. several months earlier.
