Charged with murdering his ex-girlfriend, eighteen-year-old David Paige Selby (Petitioner) was acquitted in 1987 at a bench trial in the Circuit Court for Prince George's County of first degree and second degree murder, but convicted of voluntary manslaughter and the use of a handgun in the commission of a felony.
