On September 12, 2000 plaintiffs filed their complaint for violation of the First Amendment of the United States Constitution and § 1983 and requested that the Court issue a Temporary Restraining Order (TRO). On that date, the Court met with counsel for plaintiffs, and defendant St. Louis County. After the informal conference the Court concluded a TRO should not issue until there was some evidence...
