MEMORANDUM OPINION AND ORDER

BUCKLO, District Judge.

Prevailing plaintiffs in this voting rights case have filed a petition for attorneys' fees pursuant to 42 U.S.C. §§ 1988 and 1973(e). Pursuant to local rule, the parties exchanged positions and attempted to work out their differences on this issue. Before me are the petition, defendants' limited objections, and plaintiffs' reply. This opinion discusses the various objections.
