MEMORANDUM OPINION

KENNEDY, District Judge.

Plaintiff Sidney Walker, an African-American employee of the Navy's Public Works Center ("PWC"), filed suit under Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e et seq., as amended ("Title VII"), alleging that the Navy discriminated against him on the basis of his race when it selected white applicants to fill two Maintenance Supervisor II positions for which plaintiff had applied.
