Sarver Towing petitions for review of an order of the Workers' Compensation Appeal Board (WCAB) reversing the decision of a workers' compensation judge (WCJ) to deny workers' compensation benefits to Blace Bowser (Claimant) on the ground that Claimant was an independent contractor rather than an employee and, therefore, was ineligible for benefits under the Workers' Compensation Act (Act).
