LOVELL, District Judge:

Petitioner Rudy Gabriel Jerezano, a 28 year old native and citizen of Honduras, fled that country, allegedly due to fear of persecution based on his membership in a human rights group there. He appeals the decision of the Board of Immigration Appeals (BIA) upholding both the immigration judge's (IJ) order of deportation in absentia and the IJ's denial of his motions to reopen. We have jurisdiction pursuant to 8 U.S.C. § 1105a (1994).
