Twenty-five months after the district court entered final judgment against them, Berwick Grain Company, Inc. ("Berwick"), and company president David McCrery, Jr., returned to the district court and moved to reopen their civil rights case against several employees of the Illinois Department of Agriculture. By then our own judgment affirming the district court had been final for more than 10 months, and so understandably the district court questioned...
