A number of motions have been filed in two separate cases (Case nos. 98-40396 and 98-40397) which arise out of various attempts by state and local authorities to enforce fireworks laws promulgated by the state of Michigan. Plaintiffs, Burda Brothers, Inc., Efim Burda and Elissa Burda (collectively "Burda Bros.") have filed these actions asserting claims...
