This is a claim brought under the Jones Act, 46 U.S.C.App. 688. The claimant, George Dobrovich, ("Dobrovich") is a 55 year old schooner Captain. He received his Master's license from the Boston office of the Coast Guard in January of 1994 for 25 gross tons based on his experience in the Navy and on his own boats.
