Appellant Charles Anthony Smith appeals the summary judgment granted in favor of appellee, Wise County Bail Bond Board (the Board). We are asked to interpret whether Section 3(c) of the Bail Bond Act precludes a person convicted of a felony in 1974 from acquiring a bail bond license and whether the felony must be an offense involving moral turpitude.
