This dispute arises from a loan transaction. The parties have litigated in the Circuit Court for Montgomery County and in the United States Bankruptcy Court for the District of Maryland. The question is whether the borrowers—the Richmans—may pursue their remaining claims in the circuit court. The Court of Special Appeals held that they may, Richman v. FWB, 122 Md.App....
