LAY, Circuit Judge:

In April 1998, Manouk ("Mike") Meksian pled guilty to one count of making false statements to a federally insured financial institution in violation of 18 U.S.C. § 1014. He was sentenced to fifteen months imprisonment and was ordered to pay $225,001 in restitution to the Small Business Administration ("SBA") and to Security National Partners.1
