Pro se petitioner Derrick Morgan's motion for leave to file a late notice of appeal is before the court. For the following reasons, Morgan's motion is granted. Morgan is also ordered to file an appropriately specific motion for issuance of a certificate of appealability under 28 U.S.C. § 2253 by March 29, 1999.
