This matter is before the Court on cross-motions for summary judgment, pursuant to Federal Rule of Civil Procedure 56(a). The Plaintiff, Mr. Donald A. McDougall ("Mr.McDougall"), brought this action seeking reversal of a decision by the Air Force Board for Correction of Military Records ("AFBCMR") in which the AFBCMR denied his request for a correction of his military record.
