The sole issue on appeal in these two matters is whether the National Traffic and Motor Vehicle Safety Act of 1996, 15 U.S.C. § 1381, et seq. (recodified at 49 U.S.C. §§ 30101-33118) ("the Safety Act"), preempts state causes of action sounding in tort based upon a manufacturer's failure to equip a vehicle with air bags for occupant crash protection...
