Appellants, Pennsylvania National Mutual Casualty Insurance Co. ("PNI"), the City of Harrisburg (the "City"), and the Harrisburg Redevelopment Authority (the "HRA"), appeal from the order of the Commonwealth Court affirming a determination by the Pennsylvania Prevailing Wage Appeals Board (the "Board") that the Prevailing Wage Act1 (the "Act") applies to the construction of PNI's new headquarters...
