Before this Court is the appeal of the Township and School District of Upper St. Clair and Douglas A. Watkins, the Township Manager, (collectively, Upper St. Clair) and the cross appeal of James A. Newbrey the June 24, 1997 order of the Court of Common Pleas of Allegheny County. Newbrey appeals from that part of the court's order which denied him counsel fees for the allegedly obdurate and vexatious conduct of Upper St. Clair during the proceedings....
