This matter is before the Court on the parties' cross motions for summary judgment pursuant to Rule 56 of the Federal Rules of Civil Procedure. Plaintiffs seek to enjoin timber harvesting decisions by defendants in three regions located in the Jefferson National Forest ("the Forest") on a number of issues, primarily on the basis that defendants did not consider site specific data or the cumulative impacts of the harvestings...
