On December 26, 1992, plaintiff Hilda Ortiz ("Ortiz"), a 47-year old grandmother, was raped at gunpoint in the stairwell of her building in Brooklyn's low-income Cypress Hills housing project. Her attacker, Lamont Henriques ("Henriques"), was apprehended and pleaded guilty to the crime.
