In 1996, Congress passed the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 ("PRWORA"). 42 U.S.C.A. § 601 et seq. The PRWORA replaced the Aid to Families with Dependent Children program with the Temporary Assistance for Needy Families block grant program.
