In April, 1995, this action was brought by the United States against defendant International Fidelity Insurance Company (hereafter "IFIC") on behalf of the Commodity Credit Corporation, (CCC) to recover on a warehouseman's bond written in 1987 by IFIC to insure a grain storage agreement between Howard W. McDaniel and the CCC involving storage facilities located in Gueda Springs, Kansas....
