The Board of School Directors of the Southeast Delco School District held a special meeting on March 18, 1998. At the special meeting, the school board adopted a resolution which established the "School Choice Enrollment Stabilization Plan." This plan is routinely referred to as the "voucher plan." A summary of the voucher plan, in relevant part, provides as follows.
