FINDINGS OF FACT AND CONCLUSIONS OF LAW

Following a bench trial and briefing, the court now issues its findings of fact and conclusions of law1 according to Federal Rule of Civil Procedure 52(a). For the reasons set forth below, we find and conclude that judgment should be entered for Defendant, the City of Columbus.
