The only issue before the Court in this case is whether the district court erred in denying attorney fees requested for the representation of Frank Sheneman (Sheneman) in a judicial review proceeding. Sheneman petitioned the court to review an order of the Internal Hearing Unit of the Workers' Compensation and Safety Division, Department of Employment (IHU) that denied the relief sought by Sheneman.
