OPINION

BILLINGS, Judge:

Box Elder County appeals a trial court determination that a section of "Ridge Road" owned by the Campbells and their co-appellees, the Barneses and Heatons, was not a public thoroughfare under Utah Code Ann. § 27-12-89 (1995). We affirm.
