Appellant Continental Casualty Insurance Company ("Continental") sued appellees Functional Restoration Associates ("FRA"), Productive Rehabilitation Institute of Dallas for Ergonomics ("PRIDE"), and the Texas Workers' Compensation Commission ("Commission") seeking judicial review of the Commission's decision in a medical-benefits dispute.
