ADKINS, Judge.

Oscar Mora, appellant, was convicted by a jury in the Circuit Court for Anne Arundel County (Lerner, J.), of two counts of maintaining a common nuisance. Judge Lerner sentenced Mora to two concurrent twenty year sentences with all but fifteen years suspended, followed by five years of probation. In addition, the court imposed fines totaling $50,000.00 on Mora. Mora filed an appeal, and by an order dated December 11, 1997, a three-judge sentence review...
