MALONEY, Justice.

H. Averill Sweitzer and Walter Kowalski (collectively, appellees) sued Dallas County and the Dallas County District Clerk (collectively, Dallas County) for improperly charging certain fees. The trial court entered judgment awarding appellees penalties and enjoined Dallas County's collection of fees.
