BRYSON, Circuit Judge.

Following a trial, the United States Court of Federal Claims held that Commercial Contractors, Inc., (CCI) knowingly submitted false or fraudulent claims with respect to a government construction project. See Commercial Contractors, Inc. v. United States, No. 612-89C (Fed.Cl. Aug. 29, 1995). The court entered judgment against CCI for more than $14 million. See Commercial Contractors, Inc. v.
