Appellant, Vernon Dillman ("plaintiff"), appeals the judgment in favor of respondent, Missouri Highway and Transportation Commission ("defendant"), with respect to a personal injury claim arising out of a single vehicle collision on the Union Boulevard exit ramp traveling from the express lanes of west-bound I-70.
