Anthony Scott Radcliffe was involved in an automobile accident on November 12, 1996. After the collision, the elderly driver of the other vehicle went into cardiac arrest and later died. Although Radcliffe did not show signs of being under the influence of alcohol or drugs, the investigating officer read Radcliffe his implied consent rights pursuant to OCGA § 40-5-67.1(b), and Radcliffe agreed to submit to chemical tests of his blood and urine...
