The Director of Revenue appeals from a judgment in the Circuit Court of Boone County reinstating Evan Knipp's driving privileges after revocation for refusal to submit to a chemical blood test pursuant to § 577.041.1 Knipp cross-appeals, contesting two of the trial court's findings.
