Gramex Corporation and Homart Development Co. (hereinafter referred to collectively as Gramex) appeal from an opinion and order of the Fayette Circuit Court which affirmed a decision of the Lexington-Fayette Urban County Council (the Council) denying Gramex's request for a zone change for a piece of property in Lexington.
