Appellant, the Texas Department of Public Safety (DPS), challenges a county court at law judgment reversing an administrative order sustaining the suspension of appellee Richard Charles Walter's license to drive. See TEX. TRANSP. CODE ANN. §§ 724.042, 724.04 (Vernon Pamph.1998).
