On August 7, 1995, Officer J.J. Davis of the DeKalb County Police Department pulled over a Buick LeSabre for traffic violations. After the driver of the vehicle was arrested, the police officer approached the two passengers sitting in the vehicle and asked to see their driver's licenses or other identification.
