OPINION AND ORDER

NORGLE, District Judge.

Before the court is Timothy Medley's Petition for a Writ of Habeas Corpus pursuant to 28 U.S.C. § 2254 (1995). For the following reasons, the petition is denied.

I. BACKGROUND
