Plaintiff, Roger Macklin ("Macklin"), filed this action under 42 U.S.C. § 1983 in Kent County Circuit Court after he was temporarily suspended from his employment with the State of Michigan, Department of Corrections pending an investigation by his employer into his alleged misconduct.
