REDDEN, District Judge.

Petitioner brings this petition for writ of habeas corpus pursuant to 28 U.S.C. § 2241(c)(3). Petitioner contends that he is being unlawfully confined in the Multnomah County Detention Center as a result of defective extradition proceedings originating from the Commonwealth of Puerto Rico. Petitioner challenges both the legality of the extradition proceedings and his continued confinement pending a final determination...
