OPINION

ANDERSON, Justice.

Appellant, the Texas Department of Public Safety [the Department], appeals a final order of the trial court which reversed a decision of the Administrative Law Judge [ALJ] for the State Office of Administrative Hearings suspending the driver's license of appellee, William Edward Repschleger. Appellant raises three points of error arguing that the trial court improperly reversed the ALJ's decision to suspend appellee's license....
