This is a petition for writ of habeas corpus under 28 U.S.C. § 2254 brought by Mark Alan Koper, through counsel. On June 29, 1990, Koper pleaded guilty in the Circuit Court of Frederick County to the first degree murder of his pregnant wife and the use of a firearm in the commission of a felony.
