The Commission's award affirmed the determination of the Administrative Law Judge ("ALJ"), who found Appellant sustained 50 percent permanent disability from a fall at work in August, 1989, but did not qualify for Second Injury Fund compensation because his preexisting disabilities combined with his current injury...
