This case arises out of the construction of the Dulles Toll Road Extension (DTRE). Two subcontractors, Moore Brothers Construction Company (Moore) and The Lane Construction Company (Lane), have sued the general contractor, Brown & Root, Inc., and the surety, Highlands Insurance Co.
